This may be a fallacy Joeseph. The number of deaths are low because encounters are low. If we compare to traffic deaths, in places where traffic is known to be dangerous, people simply avoiding walking around at all. So deaths never get that high. Whereas in places where it is very safe, deaths still occur because the most vulnerable people feel safe enough to come out. E.G. in the Netherlands they have a problem with elderly bike deaths. Whereas in other countries the elderly simply do not bike. So wolves could exclude the elderly and young from these areas. Something to think about before rushing to "change the narrative"
